This prototype stays intentionally practical: import a monthly batch, match it against persisted companies, contract-device mappings, and devices, then surface accepted rows and exceptions clearly for review.

Matching rules
1. Match the company from `companyExternalId` using the persisted company ID or company name.
2. Match the device from `deviceExternalId` or `serialNumber`.
3. Confirm the device already sits on a persisted contract-device mapping before billing can use it.
